Minimum Requirements
Bachelor's Degree in Supply Chain Management, Business, Procurement, Public Administration, Accounting, or a related professional field and at least five years of professional experience in a progressively responsible public/government procurement position. Professional certification will be required (within 24 months of hire)as a CPPB. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
Working knowledge of overall public/government
procurement process, business principles, contract law and contract administration. Ability to develop, issue and administer compliant public solicitations for bids, proposals, and term contracts; to analyze proposals, bids, references and other relevant data to determine best overall procurement solutions for the College; to negotiate contract prices, terms and conditions on behalf of the College when appropriate; to interpret, apply and enforce rules, codes and regulations as they relate to procurement, contractual law, Uniform Commercial Code, software agreements, etc. Be able to analyze complex situations and provide recommended solutions; to express ideas and convey information effectively, both orally and in writing; to establish and maintain effective professional relationships. Fluent ability to operate personal computers and learn automated procurement and financial systems. A customer service mindset and highly developed organizational skills are required.

Position requires individual with strong professional ethics, good judgment, and initiative, capable of making sound professional and financial decisions. Knowledge of College's mission, programs,
processes and objectives preferred. Occasional overnight travel required for professional training, certification and as a
representative of the College.

1. Identifies requesting department's needs, develops/refines specifications and prepares quote requests, bid invitations and proposal requests as applicable for equipment, commodities and services ranging from routine to the highly complex. Reviews & prioritizes purchase requests; contacts department or initiator to clarify or complete information; applies purchasing rules and regulations to select the proper method of acquisition.

2. Analyzes and evaluates bids and proposals, in accordance with pre-established selection criteria stated in prepared solicitations. Coordinates with Materials Management Office on purchases over agency certification. Determines bid awards in compliance with SC Procurement Code. 4. Responsible for creating and maintaining good customer service relationships with departments, vendors and State government officials. Represents College and participates in statewide user groups related to procurement activities. Ensures State and College rules and regulations are understood and followed.
