Supervisory Mobility Transportation Specialist

The incumbent manages the VA Medical Center's Beneficiary Travel/Veteran Transportation Program (VTP) to include:
Supervises ten staff members assigned to the Veterans Transportation Service and Beneficiary Travel programs. Manages the Beneficiary Travel and Special Mode Transportation cost centers ensuring that the beneficiary travel policy, audit processes, remediation and reporting structures comply with regulatory guidance. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures related to transportation at VA expense. Coordinates manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management related to transportation at VA expense. Manages the transportation budget to include duties as Control Point Official responsible for funding source requests, strict oversight of current and past obligations, and tracking and validation of beneficiary travel related expenditures. Resolves complex Veteran Transportation issues, including the urgent, complex or uncertain transportation needs of some of our most vulnerable patients. Requires close collaboration with the patient, the patient's provider, nursing, social work, the patient's family as well as affiliated medical facilities. Develops the annual VTS Business Plan which includes, but is not limited to:
establishing measurable short and long range goals and objectives, identification of the work to be done, the scope of the program, personnel and funding resources, costs/expenditure estimates and plans and performance measures. Prepares oral and written reports and presentations for the HAS Management, the VAMC VTS Board of Directors, Executive Leadership, or others as required; prepares graphical representations that present clear, concise, and effective analysis of evaluations and studies performed. As the supervisor for designated/assigned staff, performs/coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for Beneficiary Travel and Veterans Transportation Program staff. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
manages the Beneficiary Travel/Veteran Transportation Program (VTP) and services provided; develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems and similar functions of management; designated/assigned staff, performs/coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for Veterans Transportation Program staff; manages the VAMC transportation budget, analyzes organizational budgets and provides information and recommendations to Chief, HAS, Associate Director, Chief Financial Officer and CBO VTS Program Staff, as appropriate; manages the VAMC transportation program quality assurance processes; assures that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the VAMC's patient transportation program are met; performs the administrative and personnel management functions relative to staff supervised; establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Applicants may substitute education for the required experience. To qualify based on education in lieu of specialized experience, you must possess 3 years of progressively higher level education leading to a Ph.D or equivalent doctorate degree. NOTE:

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
