Engineering Technician

The Engineering Technician manages on-going building construction and repair projects and uses judgment, initiative, resourcefulness, and knowledge to select alternatives and develop designs, establish methods, procedures, and techniques and specifications of maintenance and repair, construction, and minor improvement projects. The Engineering Technician independently applies engineering technical guidelines and VA criteria in designing projects. Prepares sketches, working and final drawings, and specifications. Conceives and recommends new designs while assuring that design is compatible and not contrary to original principle. The Engineering Technician makes preliminary inspections on construction contracts before work starts, pre-inspections of work prior to completion, and final inspections on closing out contracts. The Engineering Technician is responsible for the preparation of numerous facility record drawings, keeping them up-to-date monthly, and preparing the reports to keep VACO records in reconciliation with medical center plans. The Engineering Technician will have a high degree of familiarity with computer software packages such as a wide variety of Microsoft Office software such as Word, Excel, Access, Outlook and other databases used to extract and organize data. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Qualifying specialized experience include technical work in:
drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. You may qualify based on your experience as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
performing scheduling, layout of operations, field measurements, and inspection and surveillance of materials, methods, and equipment used in construction; Preparing detailed cost estimates for use in obtaining project funding and bid evaluation; Preparing correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments; Consulting with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions developing during construction; Preparing sketches, drawings, and specifications to solve problems and incorporating these change documents into the contract performance documents; Reviewing and evaluating shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or receipt. You will be rated on the following Competencies for this position:

Physical Requirements:
The majority of the work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Work will involve access to the building crawlspace, above ceilings, in piping chases, and roofs. This will require crawling and climbing ladders. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
