Compliance & Business Integrity Officer

The Corporate Compliance and Business Integrity Officer (CBIO) contributes to the fulfillment of VHA health care system's mission and vision by planning, designing, implementing and maintaining a Compliance and Business Integrity (CBI) program. Duties include, but are not limited to:
Ensure effectiveness and consistency of the CBI effort within Medical Center and clinics, and alignment of the local program with Department of Justice Guidelines for Effective Compliance Programs. Report to the Director as the principal advisor on matters pertaining to the compliance of VHA business operations and health Information practices with the laws, regulations and standards. Coordinates facility risk assessments in coordination with the CBI Committee, VISN Compliance Advisory Board (CAB), and VACO CBI Risk Assessment Program, and uses the assessment outcomes as a foundational document for development of the VAMC CBI program. Maintains awareness of laws and regulations, keeping apprised of current changes that may impact the VAMC CBI program through seminars, training programs, and personal contacts. Maintains processes, such as the VAMC EthicsLink reporting system, CBI Help Line, email correspondence, or personal contact to receive and respond to complaints, questions, and concerns regarding VAMC business practices and internal regulations. Conducts fact-finding regarding potential non-compliance with applicable laws, regulations, industry standards, or standards of business integrity. Participates In entrance and exit reviews or surveys of the organization conducted by Joint Commission, VA OIG, VISN, and other external organizations. Serves as the Integrated Ethics Program Officer (IEPO), managing the IE program. Candidates must also demonstrate experience or training they possess, or have the potential to develop, the qualities of successful supervision as follows:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Promoting organizational stewardship through the coordination of compliance education initiatives and the development and deployment of effective internal controls in areas of compliance risk; Ability to communicate effectively with the VA Central Office (VACO) CBI program, VISN CBIO, and VA Medical Center (VAMC) Executive Leadership regarding issues relating to ethical business practices and associated regulatory obligations; Experience in analyzing management techniques, processes, and styles for improving organizational effectiveness and efficiency; Knowledge of VHA laws, regulations, policies, and procedures; Experience in performing and managing formal audits that examine the accuracy and quality of business and health information output, the compliance of that output with applicable laws, regulations and industry standards, and the highest standards of business integrity; Experience reviewing program effectiveness and communicating findings to Executive Leadership. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
